If balls are getting stuck in the feed chute to the tip tray this can be several issues, ranging from just dirt on the metal stopping the balls from moving to the motor not working. A visual check can fix some of these but if its clear it will be a good idea to check the agitator motor. The larger motor on the right of the below image.
This will be a motor with an off center weight on it. And should cause the unit to vibrator in order to encourage the balls down the chute.
