This will normally be down to the balls not being loaded correctly onto the tip tray. The DOGA (the motor that activates the tip isn't fully cycling and it lifts a small lip at the front which stops the balls from rolling freely onto the tipping area.
This unit will complete 1 rotation and in doing so will pull/push the connector rods attached to it. These will pull the tip tray down and release the balls and move the rear plate to encourage the balls to progress down the chute.

Sometimes it can complete a full cycle and still has issues. This will be due to the connector rods not being aligned. Even a small misalignment can stop it from working perfectly.

If the rods are NOT aligned then you will need to undo the nut circled in the first photo and adjust do it is correctly aligned. Once adjusted put the nut back on and re tighten.
